Four candidates seek two seats on Warwick Town Council
Election. Republican incumbents Floyd DeAngelo and Kevin Shuback, and Democrat challengers Danielle Sinisi and Donald Kilcoyne. The two candidates with the most votes on Nov. 4 will serve a four-year term.
 
 
 
 
 Floyd DeAngelo
Why are you running for Town Council?
• Having served on the Town Board, I understand the issues and I have worked collaboratively with the Town Board to make Warwick the best Town in Orange County
• Utilize my years of experience as an HR executive
• Years as a member of Lake Commission, ZBA, PDR Committee founding member, time in military
What are the top three things you aim to accomplish if elected?
Issues that are important to me are :
1. Quality of life initiatives
a. Road infrastructure, drainage improvements, bridge repairs and replacements and paving out streets
b. Expanding and improving current and future parkland
2. Protecting and preserving open space
a. During my time on Town Board has preserved more than 5,000 acres of active farmland and open space
b. We currently have nearly 1,000 more acres in the hopper to be preserved going forward
3. Keep Warwick’s government effective and affordable
a. Keep taxes low
b. Maximize transparency (recent initiatives): Live streaming all public meetings (Town Board, Planning Board, ZBA); Municollab – provides the public with full and unrestricted access to ALL planning board applications being reviewed by the Planning Board; PMG Paving Software – instituted technology that subjectively scores all roads for paving. This software removes favoritism and paves roads based on a needs score only
c. Grants for infrastructure: Utilized more than $2 million in grant funding in 2025 to support our park systems; Secured more than $4 million in grant funding to replace the Jayne St bridge in the Village of Florida; Saved tax payers more than $13 million so far on future costs associated with the Wickham Sewer District upgrade project. This was done by earning interest free financing and an aggressive grant application strategy in 2025.
Why are you the best candidate for this position?
I have experience on the Town Board. I helped build the PDR program which has preserved more than 5,000 acres. Given my experience I believe I am uniquely qualified to serve our community. I represent the core values of residents of the Town of Warwick: Hard working, civic minded, fiscal conservative and environmental steward.
Donald Kilcoyne
Why are you running for Town Council?
I am running for Town Council to put my creative skills and energy to work for my community.
What are the top three things you aim to accomplish if elected?
The three most common concerns I hear are housing affordability, water quality, and road safety. I will focus on finding creative solutions to these problems.
I will not settle for “affordable housing” projects that start at $575,000 as the Board recently approved. I will work with the Board, the County, the State, and, most importantly, the people of Warwick, to incentivize TRUE starter homes in our town, explore creative rent-to-own programs, adaptive reuse strategies to change zoning ordinances and overlay districts to permit conversion of commercial zones and properties into residential opportunities, and Community Land Trust (CLT) housing models.
In terms of water quality, I will work on septic modernization in Greenwood Lake and protecting Glenmere Lake for Florida. I believe our roads need a modern approach to cost-effective durability. It’s time we looked at alternative, sustainable road treatments as well as bike lane markings and sidewalk expansion.
Why are you the best candidate for this position?
My skill set is, essentially, persuasion. But it’s persuasion based on listening, finding common ground, and enabling all parties to “win.”
That’s how I helped thousands of New Yorkers quit smoking through a campaign in which I partnered with director Spike Lee.
It’s also how my fundraising campaigns helped raise millions for organizations like the Lustgarten Foundation, Englewood Hospital, Xavier High School, St. Peter’s Prep, and many others.
I also have an extensive background teaching and performing theater. My specialty is improv. “Yes, and” is more than a stage trick. It’s a way of building big ideas that solve big problems. I teach my students to embrace what their partners (in romance, business, politics, whatever) offer and build on it. This is how we find common ground in government, and create programs that help all of our neighbors.
Kevin Shuback
Why are you running for Town Council?
I would be honored to serve the Town of Warwick Board for an additional four years. I would like to continue to give back to the community. I am a lifelong Warwick resident who wants to see the Town of Warwick continue to thrive.
What are the top three things you aim to accomplish if elected?
The top three things I aim to accomplish is to keep the taxes as low as possible as well as providing as many services with the resources we currently have, and to improve the communication between the board and our constitutes. Currently as a Town Board Member I over see the highway and parks departments.
Why are you the best candidate for this position?
I feel that my qualifications along with my background will be an asset to serving on our prestigious Town Board as a I have served in the United States Marine Corps (NCO), as a Marine I learned leadership qualities and discipline and responsibility, I have served on the zoning Board for the Town of Warwick for 12 years. I have served as a Florida Fire Commissioner for 14 years and as a small successful business owner I understand how to handle budgets and understand employees. As a successful sod farmer for over 35 years and we are currently growing over 600 acres of sod. I am very qualified and experienced to oversee the parks and highway department. I have the experience in keeping the parks and highway department within budget and working to give the residents the best services available. I also understand the machinery and equipment needs of both departments. My two years at SUNY Cobleskill, studying plant science in the turf management industry and my life long business experience give me the qualifications.
Danielle Sinisi
Why are you running for Town Council?
I’m running for Town Council because I want to make a meaningful difference in our community. As a single mother of a 13-year-old and the daughter of an elderly mom who also calls Warwick home, I’ve experienced firsthand the challenges that families face here every day. These experiences have given me a clear understanding of what needs attention and improvement. I love this town and believe my compassion, experience, and commitment uniquely position me to serve thoughtfully, responsibly, and with the community’s best interests at heart.
What are the top three things you aim to accomplish if elected?
First, I want to expand programs for both our youth and seniors. Warwick has many opportunities for children under 12, but very few for teens, and our seniors need more activities, support, and transportation options.
Second, I will work toward more attainable housing so that working families, single parents, seniors, and young adults returning home can continue to live here. I support limiting non-owner-occupied Airbnbs, ensuring new developments include affordable options, and encouraging mixed-use buildings with reasonably priced apartments above storefronts.
Third, I will focus on road safety and infrastructure. For example, West Street needs a full sidewalk from the schools to the Village to protect the many children who walk there daily. Working with the West Street residents we can make this happen.
Why are you the best candidate for this position?
For over 15 years, I’ve been deeply involved in Warwick’s community life. I’ve served on the founding committee for Warwick Playground Dreams, the Town Visioning Committee, the boards of Community 2gether and C.A.N. I founded OCNY Pride, Safe Space America, and co-founded the nonprofit 3 Chicks Flicks. I also own two small businesses—Draco Natural Art and Dannie Boi LLC—and hold a Master’s Degree in Arts Administration, which trained me in budgeting, leadership, and grant writing. As a substitute teacher in the Warwick and Greenwood Lake districts, I see our town through the eyes of its children hearing what they want from their town.
I’m dedicated, transparent, and community-driven. I care deeply about preserving Warwick’s heart while ensuring it continues to grow fairly and sustainably.
