School aid

According to Schools Superintendent Dr. David Leach published in the Feb. 16 Warwick Advertiser, Warwick schools only gets 28 percent of its budget from the state while other communities cited get much higher percentages. This is based on the "combined wealth ratio" - whatever that is.
According to Sperling's Best Places, the following numbers apply for income per capita and mean household income:
    • Warwick: $40,594 income per capita; $82,196 mean household income; state aid 28 percent.
    • Minisink: $32,772 income per capita; $91,354 mean household income; state aid 44 percent.
    • Cornwall: $40,176 income per capita; $85,117 mean household income; state aid 43 percent.
    • Pine Bush: $25,552 income per capita; $38,847 mean household income; state aid 48 percent.
Am I missing something or is Pine Bush the only community which seems justified in obtaining a greater share of state aid than Warwick of the communities mentioned by Dr. Leach.
