An open letter to the county executive from Sustainable Warwick

    Dear Mr. Neuhaus:
    We, the Infrastructure Committee of Sustainable Warwick, urgently request that you take immediate action to place a moratorium on all actions related to the implementation and operation of the Competitive Power Ventures (CPV) power plant in Wawayanda, N.Y.
    The New York State Department of Environmental Conservation (DEC) has denied, due to serious environmental concerns, the water permit for the Millennium Lateral Pipeline which would supply fracked gas to the installation. Indictments of fraud, bribery and corruption have been lodged against state aide Joseph Percoco, and former CPV official, Peter Galbraith Kelly Jr., relative to the approvals and permitting for the plant. These are substantial charges that must be taken very seriously.
    For the above reasons, we urge you to immediately implement the following (including issuing public statements and communicating with both state and local officials):
    1. Moratorium on CPV plant operation until court resolves the dispute between the DEC and the Federal Energy Regulatory Commission (FERC).
    2. Moratorium on CPV plant operation until an independent investigation is conducted into the entire approval process.
    3. Moratorium on CPV plant operation until proper State Environmental Quality Review Act (SEQRA) is done assessing cumulative environmental impacts.
    4. Moratorium on all IDA tax advantages to CPV until the above issues are resolved, and including the issue of the $1,000,000 “gift” from CPV to the IDA.
    5. Moratorium on all CPV plant operation until the corruption scandal involving the corruption scandal is legally resolved.
    We, the Infrastructure Committee of Sustainable Warwick, expect the elected officials of Orange County, New York to provide both a clean, safe living environment and transparent, uncorrupted governmental processes. We hope you will stand with us to deliver these, our rights, to the public!
