‘Doesn't charity begin at home?'

    To the editor: When I opposed the proposed transfer sales tax last year, I did so because one new tax is never enough for a politician of either party. Now Westchester, Putnam and Orange counties intend to put a 2 percent transfer tax, with benefits, to help all. It is deja vu all over. One has to wonder when we reach a 100-percent saturation point on taxes, will the municipalities, counties, state and federal governments then learn how to do what corporations do? Cut the fat, cut bureaucracies and create efficiency. I am not opposed to saving land; there are many fine respectable conservation groups whose sole purpose is to help save land.
