Someone tied this dog to a tree and left it

An older, small male wire haired Jack Russell terrier was abandoned and left tied to a tree in the woods in the Walton Lake area of Monroe. He was wearing a very worn, multi-color collar with a purple leash and tied up with a green slip lead. He either has mange or an untreated thyroid condition. Animal abandonment is a misdemeanor crime in New York, punishable by up to a year in prison and/or a $1,000 fine.
