Do you know? WARWICK. Warwick Historical Society seeks the public's help

Hello, friends.
Last month we asked you for some help with a photo from the Van Duzer collection that featured a redwood forest.
We heard from Ann Marie Demetroules that a Valentine C. Van Duzer lived in California and was able to determine that he and his family lived in Oroville, California. The property shown was owned by a Mr. Harold Richardson of Oroville who refused to cut down his trees when all the properties around him had been clear cut. It has now become a national redwood preserve of some 300 acres.
This month we have a photo of a very distinguished looking man who is obviously an important speaker at an event which may have occurred between 1940-1960.
Does anyone out there know who this was and what this event might have been?

Together we will be history detectives.
