MIDDLETOWN —A new law requires that draft and final environmental impact statements be placed on the Internet. Statewide News Network Inc. has created a new Web site, NYS-EIS.com, a private enterprise designed to be a clearinghouse for postings of the statements statewide. It is divided into New York State Department of Environmental Conservation regions. All projects in the state that require the filing of these statements will be online. NYS-EIS.com is designed for government officials and developers who are unable to place the information on their own Web sites. There is no charge for the general public to access the site, but there is a $25-per-week charge to the lead agency or developer to have their statements posted. According to the law, a draft environmental impact statement must be posted when approved and remain online until the final statement is approved. That document must remain online for one year. NYS-EIS.com provides links to other Web sites, including to all state agencies and EmpireStateNews.net, a daily statewide e-news source. Environmental impact statements provide way for government agencies, developers and the public to consider whether a proposed development project, such as a housing subdivision or a factory, will have a significant dverse affect on the environment — whether natural, social, or economic. Either the project sponsor or the lead agency prepares the draft statement, which is circulated for review and comment before a final statement is prepared. Government agencies on all levels — state, county, and municipal — may get in touch NYS-EIS.com by phoning 692-2852 or e-mailing info@nys-eis.com.
