County Legislator Noel C. Spencer to host town hall meeting
Warwick County Legislator Noel C. Spencer will be hosting a Town Hall Meeting for residents of district 8 from 11 a.m. to 1 p.m. on Saturday, March 25, at Warwick Town Hall at 132 Kings Highway in Warwick. Prior to his election to the county legislature in November 2005, Spencer served as council member for the Town of Chester, the first Caribbean- or African-American to be elected to that council. In 1999 and 2003, he was re-elected to serve another four years. In 1998, he was the only candidate of the Democratic Party to win an elected seat in Orange and Ulster counties. In December 2000, the Times Herald Record named him a public servant to watch in the future. In 1987, Spencer founded Spencer’s Financial Services, a diversified financial services firm in Newburgh. Prior to that, he served Peat Marwick Main and Co. as a senior tax specialist, Doubleday and Co. as a systems specialist, and Chase Manhattan Bank as an international loan operations supervisor. He has a masters in business administration for international finance from St. John’s University. Spencer has been the recipient of numerous awards and honors, including the Oppenheimer Funds Award for financial planning expertise, and the Orange and Rockland Utilities Certification of Appreciation Award. He was awarded the United Way of Orange County Volunteer Service Award and the Orange County Chamber of Commerce Hudson Valley Award for achievement in international trade. In 2002, he received awards from The Caribbean American Chamber of Commerce Entrepreneur of the Year Award, The Caribbean Cultural Caucus Business Award, and Distinguished Public Service Award from the Committee to Elect Nick Perry. In 2000, Spencer was selected as an organizer and board member of the Community Bank of Orange, which opened its doors in October 2002, the first new bank to be created in Orange County in the last fifty years. Spencer has served on the board of Kingston College Old Boys’ Association (USA) as a life director since 1998, and was president from 1995 to1996, was director of Arden Hill Foundation from 1997 to 2000, and chairman of the professional advisors of the Community Foundation of Orange County in 2002. He is currently serving as chair of the political action committee of New York State Association of Insurance and Financial Advisors. He was an executive board member of the NYC Association of Insurance and Financial Advisors from 1997 to 1999, president of the Downtown Chester Historic Community Association from 1999 to 2000. In March 2005, he was the keynote speaker for SUNY Orange’s annual Sojourner Truth Awards program. In addition to serving on these committees, Spencer is an avid financial supporter and coach in Chester Little League Baseball, and a Chester Soccer Club team sponsor. He, his wife Dr. Patricia Miller-Spencer, and their two children reside in Chester.
