James M. Volkes, 35, of Otego, and James A. Fisher, 35, of Mt. Vision, were charged with several counts of seventh-degree criminal possession of a controlled substance, a misdemeanor, and fifth-degree criminal possession of a controlled substance, a felony. Volkes was also charged with operator impaired by drugs. They were issued appearance tickets.
